premiere pro recording button and recording settings greyed out

Im using premiere pro 2023

The recording button is greyed out so I cannot record audio, the enable track for recording also is greyed out, and the voice-over record settings is greyed out.

The audio haedwear has the correct input and output.

I can record with older projects from 2022 even when converted to 2023 project files.

but any new project does not allow me to.

I am at my wits end, help. I have a project due in five days.
