Premiere Pro sometimes hangs when dragging video or audio into timeline

(Windows 11, Intel 12900K, NVidia 3080, NVMe, 64GB RAM)

Occasionally (about 5% of the time) if I download a video clip (VideoBlocks) to Firefox (99) to the Download folder and then drag it into Premiere Pro's Timeline, the system will freeze.  After a while the cursor disappears.  Windows does not seem to come back and I have to do a hard reset of the PC.  After the reset, I repeat the editing steps and it works.  I may have observed that trying to drag the video immediately after opening up Windows File Explorer may make the problem more frequent.  So, after opening up Explorer, I wait several seconds and then try to drag the video into the timeline; but, it still hangs once in a while.

A similar hanging problem happens when I drag an audio clip that was created in Window's Voice Recorder.

I've had this issue for at least a month.  There have been times when Windows recovers on its own after a very long wait.  However, I find that I have to restart Premiere Pro, Photoshop and Media Encoder to get them back to normal.

A different type of problems with the Voice Recorder file is that it sometimes appears to drag in the proper audio file, but the file shows up with essentially a blank audio recording.  This bogus audio file is also a different length than the one recorded, leading me to suspect that the program is confused about which file it should have dragged into the timeline.  Once this happens, I have to carefully delete the bogus files in Explorer, clear them from Premiere Pro, and restart the Voice Recorder.  This seems to get me back on track and I can re-record the audio and drag it into the timeline properly.
