Premiere Pro stops working when I try to Replace Footage

When I try to replace footage, I become unable to select any tool in the program. Trying to close the program using task manager (PC) does not work. The only way out of the situation is to shut down the computer, which I then get the opportunity to save my work when the computer tries to shut down while the application is still running.
