Premiere Pro Stuttering Choppy Playback

Question

I have for a long time had random stuttering issues when playing back my timeline especially during multicam editing. I just figured out the pattern on what makes it stutter.

If I click the mouse on the timeline time area to place the marker, then hit space bar, the video plays back fine.

If I click the mouse on the time area in the Effects Control keyframe area and hit the space bar the video plays back stuttering / choppy

If I click the mouse on the timeline time area to place the marker, then hit play button, the video plays back fine.

If I click the mouse on the time area in the Effects Control keyframe area and hit the play button the video plays back fine

any update on this? I now have premiere pro cc 2020 14.0.4 build 18

i have now upgraded my card from a gtx 760 to a gtx 2070 super

I have i7 3770k processor

I"m using dnx proxies off a ssd

I'm still having the same issue

when i have an effect like position and or scale on a clip, and i am focused in the effects control panel and press space to play, playback is choppy. again, on my new gtx 2070 super, the gpu jumps to about 100% usage

when i click on the timeline so it is focused, playback is perfect
