Premiere pro stuttering video.

recently premiere has been stuttering video and i've tried looking up solutions but no amount of changing settings inside of premiere or out has seemed to help, rendering video doesn't work, and i've even downgraded back to a 2015 version of premiere and it still has not worked.

I think it might have someone to do with my ram being full or something along the lines of that but I cant really figure out where the problem stems. any help is appreciated.

    -WITH the brand/model graphics adapter (ATI or nVidia or ???) and exact driver version
