Premiere Pro - sync settings, lose settings

I carefully took the time to make sure I uploaded the recent (carefully created) settings in premiere. I ugraded to the latest version of PP and now all the settings (preference, workspaces, timeline presets, custom effects, etc.) all...all...all gone.

Again. This has happened before. OMG it is so frustrating when this happens.

I can't possibly be blamed for soing something wrong here.

I see based on older psost I am not alone.

Seriously Adobe: what is going on here?
