so I created this text pop effect using key frames when saving it as a preset when I try to drag it over to the auto subtitles it gives me a whole different test animation and doesn't apply the one I made

The effect itself is the same, but the difference comes from the position of your text. When the text is centered on the screen, the animation looks correct because the anchor point is at the center of the frame. However, if you apply the same effect to text positioned elsewhere (such as at the bottom of the screen), the scale animation will still originate from the center of the frame.

 

To fix this, before saving the preset, adjust the anchor point in the Vector Motion controls so that it aligns with the horizontal center of the text. This will ensure the scaling animation behaves as expected.
