premiere pro timeline freezes in 15.0 on windows

my timeline will not respond to anything. itll register what i do but it never shows it. i have tried uninstalling/reinstalling, restarting computer, creative cloud, etc. if i try to restart premiere in general and bring the exact project abck up my timeline doesnt even show up, same with the entire right hand side of the application
