Premiere Pro unable to launch despite latest C++ install and and vcredist_64.exe not found

I feel like i've gone through all the steps, from installing the latest C++, removing adobe entirely from my computer and then reinstalling it, and attempting to download vcredist_64.exe (which didn't go through since C++ was already up to date), etc. The error code that I receive is in regards to msvcp110.dll file missing. The only program that has this issue is Premiere Pro. Everything else works fine.
