Premiere Pro Update Error

When I try to update/uninstall Premiere it pops up a message saying I need to close the "dynamiclinkmanager" but I've looked around and can't seem to find where/what that is and if it's even a closeable application. When I updated to 22.1.2 it had/has an issue with dynamic link work between Premiere and After Effects, so I'm assuming that's part of the problem here. Let me know if there's a way around this or if you're having the same issue, thanks!
