Premiere Pro uses low amount of RAM, CPU and GPU while rendering

Question

When rendering a 9:16 4K 1 minute video. the amount of RAM, CPU and GPU was very low. while waiting about 30 minutes to render the video

Here are the specs.

RTX 4090

64GB DDR5

Latest i9 CPU

I've allocated 52GB of ram to Premiere. And it used 25GB. Both CPU and gpu were at about 30% use

No mention of the original media, the effects used, and the export media, nor whether there are multiple drives in use or it's all on one drive, a number of things that can affect render/export processes.

Screen grabs drag/dropped onto the reply box can be very helpful.

And which specific CPU? As that needs even the letters past the number to tell us whether or not it has QuickSync for H.264/5 exports.
