Premiere Pro using up 80% of my ram every time I use Speed/Duration

Having a problem where every time I use speed/duration on a clip (of any size) my Memory usage skyrockets to 99% and stays there even if I undo the edit and let it sit. It seems to also be relating to editing the effect. I have to force quit the program in order for my memory usage to return to a normal level.

What's going on?
