Premiere Pro V 23.5 Playback/Timeline lag

Trying to get multiple Freelancing gigs done today, but opened up premiere only to find that all my projects have terrible audio quality, Timeline jumps backwards and playback lags. This has made editing pretty much impossible since I cant really accuratly see what Im doing, and Im sort of dead in the water until I can get this resolved. All the video files Im editing with are 30fps, 1920x1080 Resolution, Same qualities I typically edit in on this same PC, really sort of hoping someone else is having this issue so I know Im not crazy.

Tried:

-Turning off High Quality Rendering

-Changing playback and paused resolution to 1/4

-Enabled Global Effects Mute

-Changed the Renderer in the Project Settings

-Checked for a new Premiere Update

-Scanned my drive that contains the projects and My CC programs

-Closing Lumetri Scope

-Ensuring the Ram reserved for other applications is as low as possible (3 GB for me, leaving 13 for Premiere)

-Closed everything I could on my PC aside from Premiere

-Deleted the entire Media Cache (hadnt done that in a while thought that one would work)
-Restarted my computer

Have not tried:
-Reinstalling Premeire pro (doing this at the time of writing)

Yess. Its terrible. Im still on 23.0.0. Every next update brings worth bugs and lags. Unbelievable.

Also experiencing major issues in 23.4

23.5 resolved some issues, but there are still major issues... I called into support, they ran through all of the troubleshooting issues, clearing prefs, and even so far as reinstalling ALL adobe products

the problems persisted... I brought several specific instances to their attention and those have been escalated as they were able to recreate all of them. It almost all had to do with multi-cam and audio... premiere is not handling audio well at all.

My video was all prores proxy, it matches exactly the timeline, and no render bar shows up so it should be playing flawlessly... and when its only video it does... multicam audio is whats causing all of the timeline glitches for me

Had the same issue with 23.5, it was unusable. I reverted to 23.4 which fixed it.

UPDATE: Reinstalled Premiere, still nothing, Changed Audio hardware device to "no input" (saw this as a fix for someone for a few updates ago, didnt work), Tried reinstalling NVIDIA Studio Drivers, still nothing
