Premiere Pro V13.1.3 Cant Re-open & Cant use progam or source monitor

Question

Would love any help with this problem, as it has made premiere totally unusable.

I'm operating on Windows 10.

If i open premiere i can no longer do any editing as my Program monitor is white and nothing pops up in the source monitor at all.
And then if i close the program i cant relaunch it i have to shut down the computer to try again to no avail.
Premiere Pro wont even show up in my task manager when its open so i cant even quit it that way.
I have tried resetting the preferences, I have tried a few other fixes that have been suggested on other posts and nothing has worked.
I really love spending all this money for a bunch of programs that break almost every other time they are updated.
Would love some solutions, thanks all.

This is to fix 13.1.3 crashing https://forums.adobe.com/docs/DOC-10131 so I don't know if it will help with your problem

or

Do not count on Windows to be fully up to date when it comes to device drivers

Go to the vendor site to be sure you have an updated driver for your graphic adapter

•nVidia Driver Downloads http://www.nvidia.com/Download/index.aspx?lang=en-us

•ATI Driver https://www.amd.com/en/support

There are also intermittent reports that the newest driver is not always the best driver due to driver bugs or compatibility issues, so you MAY need to try an earlier driver version
