Premiere Pro won't start - NO error message, no event recorder in event viewer

Dear Adobe Community,

I am new to the Adobe CC and when I wanted to see what the tools are capable of, I found of I can not start the Premiere Pro, not the After Effects. All other tools I have tried (Ps, Lr, Ai, Id...) start with no problem and seem to work fine.

The weird thing is that when I try to run Pr or Ae, nothing happens! I do not get an error message, I only get the Windows "something is broken" sound effect. Even in the event viewer, no event is recorded. I would expect an unsuccessful attempt to open an app or anything, but I get nothing.

Does anyone please have an idea what could be the case? I have uninstalled and reinstalled both applications - nothing. I have uninstalled and reinstalled the whole CC desktop app along with all other Adobe programs - nothing.
