Premiere Pro wouldn't open, restarted CPU (Windows) now imported files not visible

Hello,

I have Windows 8

Problem 1: When trying to open Premiere Pro, it wouldn't open from the Creative Cloud nor my desktop.  I had to restart my computer.

Problem 2. When trying to import a file, it shows importing, but I do not see it.  I closed the program and tried to reopen it but once again it isn't opening.  Anyone have an idea what is going on?  Sidebar- did they just change the support options for

Sidebar- did they just change the support options for chat?  It was 24 hours, but now I see they've limited the hours and now the forums are the only support for technical help.  I think it is really a shame that we are spending a lot of money each month for these programs to not get support from a company rep.

I have your Problem 1, too. Mostly happens, when premiere pro whether got instable and I had closed it (before it would crash) or after a crash. Only restart of windows 10 would help.
