Premiere Program window appears blank and has no function until multiple app restarts

Upon opening a Premiere project, the first time all windows function ok except for Program window which shows blank. Waiting doesn't seem to help. Removing items from the project and adding them back in doesn't seem to help. Exiting the app and starting it again sometimes resolves the issue, but sometimes I have to close it again and start it a third time before I start seeing content in the Program window. 

This happens with all projects, both existing and new. When it happens It's not just video content that won't display in the Program window - Graphics also do not show in the window.

First noticed the problem 2 or 3 versions ago, and problem persists with the current version as of this post.
