Premiere randomly Crashes after importing a video

I could be editing for 20mins with no problem (importing and adding effects) but when i add a random video the software and the whole system freezes then black screen then PremierePro 2023 just shuts off, sometime it doesn't shut off but the playback is a black screen with only sounds, and i have to reastart the program to continue editing.
this only happen in Pr 2023 
i used 2020 nothing like this happened
and this is the only prolem that i have with Pr 2023 
please help me fix this i cant work like this

    We're sorry about the poor experience. Is this happening with any specific project or all of them? Also, let us know the exact version of Premiere Pro & the system specs (OS, CPU, GPU & RAM)

      Are you editing from an internal or external drive?

      What is the format of the video you are importing?

      Does the video you are looking to import playback in other programs like Quicktime player?

      How are you importing the file - drag and drop or using the import dialogue?
