Premiere Reduces volume of Wav file

Tell me how to make sure that the program does not reduce the sound volume of my files when I upload them to the program. If you take a separate MP3 or WAV, for example with Acapella, or an audio track, then Premiere for some reason reduces the volume by 3dB and I always have to increase the volume

That's a "Power Law" issue, Premiere isn't doing anything "wrong" to the files. Look up audio power law online.

It's what happens when mono is put on stereo tracks or vice versa, and is a result of signal summing by two different models.

One way, you get a perceptual 3dB bump, the other a perceptual 3dB drop. So you either change the track type the file is on or change audio levels.

Everyone's mileage always varies ...
