Premiere runs extremely slow immediately after I export anything, both from premiere or encoder

Every time I even send something to the export window in premiere, or to encoder, premiere runs so slow it is unusable, and for random amounts of time. Sometimes it will be back to normal in 5 mins, other times I couldn't know because I just restarted Premiere. Nothing seems to be happening with my CPU or Memory usage at all that would indicate resources are being utilized other places and slowing up premiere, yet it freezes for a solid 5 seconds after clicking anything in the program. closing Premiere and restarting it has worked almost every time, with 2 exceptions, but having to reboot premiere because I accidentally hit the hotkey to export from the timeline is not ideal.

This has not happened previous to Pr2024, does anyone else have this issue? It almost seems like exporting is causing my SSDs to cache or flip out at the threat of an export but I have had the issue happen while working off of several different SSDs, unfortunately I don't work off of my laptop enough to test it there, so it could possibly be my MacStudio M1, but I don't know how to begin troubleshooting such a specific issue.
