Premiere Settings Syncing Not Working

Just got the 2020 update. I'm trying to sync my settings and workspaces from the 19 version but they are not showing up on the work spaces menu. On the 19 the sync config is to upload the settings. On the 20 is to download. Any ideas?

Worst case, if you can't get the sync to work, you should be able to go to your Documents folder, dig into Adobe, then Premiere Pro, then the version 13.0 folder and copy the Profile folder into the 14.0 folder. That should transfer your shortcuts, workspaces, etc.
