How can I create this effect?

    1. Add the Wiggle effect to your clip.

    2. Increase the Wiggle Speed value and reduce the Horizontal/Vertical Range values. This creates fast, small movements.

    3. Cut your clip into three segments.

    4. Adjust the scale of each segment to create punch-ins.

    It might be better to do that in After Effects.

    I agree the Wiggler panel in AE would make this super easy. Cool effect.
