Premiere UXP: incoming Project clip drag into a local WebView with exact ProjectItem identity?

On Premiere 26.5.2 / UXP 9.3.0, what supported API allows a Project-panel clip to be dropped into a local UXP WebView with its exact Project-item identity?

Our visible WebView receives Finder-file dragenter/dragover/drop with Files data, but receives no events for Project clips. A separate native UXP target receives Project drag events with empty transfer types/items/files and zero UXP item count.

The 26.0/27.0 C++ and Hybrid 6.5.0 SDKs have not revealed a documented panel-handle/drop/identity bridge. Is there a supported incoming route or a host version that adds one?

Identity must distinguish renamed Project items and duplicate Project items referencing the same footage, without guessing from current selection or file paths.
