Premiere v13.1 Won't Import H.265 Video

Until this most recent update (4/2019) Premiere had been happily accepting my HVEC H.265 encoded .MP4 video

Now, when I attempt to import those clips Premiere only imports the audio.  Once the clip is imported it is shown as an audio file with no video content however, if I right-click to view the properties the file metadata does show there is an HVEC video component

As an aside the Premiere update does not offer to install the H.265 CODEC

Are you able to see any preview in Source Monitor?

Only for H.264 or other video files.  After experiencing Adobe Support hell I gave up and downgraded back to v13.0 and now everything works again

I would have tried to trash the Preferences: FAQ: How to reset (trash) preferences in Premiere Pro?

I did.  No effect.  Additionally I spent between 15 to 30 minutes chatting with someone calling themselves "Maya" on Adobe Support who had me do that as well as change folder permissions (for some unknown reason). When none of that worked they insisted the issue was with my files and not Premiere all while refusing to acknowledge that the previous version had worked flawlessly

I ended the chat, uninstalled Premiere 13.1 reinstalled 13.0 and I'm now back to being able to edit my HVEC files with zero issues

For what we pay to rent Adobe software each month you'd think they'd at least 'try' to hire decent support staff
