Premiere vert=y slaw on start up & crashes half way

Hi, guys, I have been having problems with all of my creative cloud programs specifically Premiere pro 13.5, after effect and acrobat 

I experience system freezes for a few seconds and once the program is up and running I experience freezings every few minutes. at the start, I thought my windows is corrupt, so I have factory reset my laptop and installed fresh windows and other programs, the system worked fine until I installed creative cloud I started experiencing the freezes and slow loading of premiere and aftereffect, acrobat usually don't respond once it is open and running. It has been a nightmare please help if anyone have a fix for this
