Premiere videoplayback always broken (extremly choppy)
Hi,
I have a kind of powerful PC. It's an Intel i7 6700k, 16 GB DDR4 RAM, NVIDIA GTA 980Ti, Creative Sound Blaster Z.
When always I press the space bar to get a playback of any type of videofile in Premiere, it's completly choppy. It jumps forward and backward.
My hope was, I get rid of it, when Windows 10 Fall Creators Update was released or Adobe Premiere CC 2018, but I was wrong.
Remember the welcome screen of 2018 where a camera movement over a forest was shown? Yes, even that was completly choppy.
I tried everything to find out, where the problem comes from. I disabled hardware acceleration and tried a completly clean Windows installation with a new hard drive.
I installed only Windows 10, the drivers of my hardware and Adobe Premiere CC 2018. Still choppy.
So this is how it looks like:
The video is just drag and drop to the timeline and played. No effects etc. The second playback is, when I rendered the preview in Premiere = choppy
The used videofile is just a fullHD High@4 23,97fps. So nothing special at all, but thats the point. Every video is affected.

No, the video is not to big, have a strange codec etc.
No, I don't have junk on my PC (see the clean install)
No, I don't have outdated drivers, software
