Premiere will not allow me to drag a 4K into a 1080 sequence. In fact it will not allow me to drag (with that little drag "fist") and drop any sort of "different" file than that set for the sequence settings from the project browser into a sequence...though sometimes it will drag the audio part of the file only. This is not the end of the world unusually.  I can copy and past the file from one timeline into another without  a problem (say, a i can copy 4k file into a 1080 timeline, or 50p clip  into a 25p sequence/timeline).

However it is a problem when I use warp stabilize, for which I need to slow it down in another timeline. This sequence will not nest in another sequence - even in a sequence with the exact same settings.

There is no Project Browser window.  There is a Project window, and a Media Browser.  But they're two different things.

First, use the Media Browser to Import your media.  Then switch to the Project window and drag from there.

Sorry, I meant the "Project Window". I now have many dozens of videos imported (using the "file>import from Explorer" method into the project window, which I find easier). I am hoping not to re-import them all. But it doesn't seem to make any difference which method I use. I still cannot drag a 4k video onto a 1080p sequence. Any suggestions?
