Premiere Will Not Open Export Menu - May 2023

For no particular resean Premiere has stopped opening the export menu. I've tried different tips from online... Resetting preferences works but it only solved the issue for a day or so, now I can't open the export menu again. It's not a viable option to reset preference again and again every few days.

I can still send to Media Encoder but that's not an ideal solution.
