Premiere Windows Are Blank or Frozen (SOLVED) (solution unknown)

PC Windows 8.1 and Windows 10

 

I was working on alroject today and suddenly I couldn't type into the effects search bar.  Then drop downs in many windows stopped working. All I can do is play back my video.

 

So I tried scrapping cache and preferences and tried uninstalling premier.  Learned that I need windows 10 to reinstall.  Reluctantly installed windows ten, installed Premiere and still having the same issue with all files.

I woke up this morning and started up the computer. It was still having issues. I went in and switched off the CUDA and put it back on again. I was still having issues. I restarted Premiere and things started to work again slowly and suddenly it was working fine. I don't know if something updated or what happened, but now it's working.
