Premiere won't play

Its been a few months since I opened this project. however, the last time I was in it everything worked properly.  Now here are my issues:

-Play button does nothing (this has happened before but all I needed to do is restart application.  The program monitor is also not changing to different sequences.  If I close the application I can get it back for a very short time.

-Every once in a while Premiere squawks that mercury isn't available.  I have a Quadro 5000 so this shouldn't be an issue.  I usually have to quit and restart but its annoying.

    Adobe alerted me to an update to CC2017 so I installed and it started behaving again.  Very weird.

    Ive also noticed that rendering required files comes up right before the playback issue occurs.  With about 50+ different sequences doing that.

    I'm on a Dell Precision T7600 which has been reformatted to remove all the junk.  I've had this machine for a couple of years and never had this problem.  We had a Matrox MXO2 device but it was removed months ago since CC2017 is not compatible.  It has 32gb ram, Nvidia Quadro 5000 video card, dual 26" monitors, and 2 Xeon 2665 processors.  Everything is up to date. 

    Putting the project into a new project did not work either.  Nor has going back to software mode.  I have a project due this week that I haven't even started on that this is hindering.

    Alright.

    My next thought is to remove the second monitor.  Use just one for a while and see if the issues still occur.

    I got 10 seconds of playback this time.  I stopped to go to another sequence and it was back to gray for program monitor and refusing to play.  I even hid video.

    My first thought is to check if any points of Step 4 below are being violated?

    Latest versions of both application and video drivers.  Simple MPEG 4 clips and no effects on clips.
