Premiere wont open

I have restarted my computer, updated the software, and uninstalled/reinstalled the software and Premiere still wont open. I get an error pop-up that states "The code execution cannot proceed because MSVCP110.dll was not found. Reinstalling the program may fix this problem." Does anyone know how I can fix this?
