PremierePro "the application was unable to start correctly"

Hello,
I just bought the full CreativeCloud pack I need for my student work (did not download everything though, only the ones I need for now). Photoshop and Animate work without issue. However, Media Encoder and PremierPro always show the message "the application was unable to start correctly". It's version 25.0, my Windows 10 is fully updated, and the PremierePro page says "works on this computer", green tick box. I tried to run it as administrator, tried uninstall-reinstall, nothing. Can anyone help me? I don't want to reset the whole computer or do anything too complicated, as it's supposed to work.

Hello,
sorry for not being detailed enough, I am quite a beginner. It is my first time with those two programmes, I have used Photoshop before. Thank you if you are able to help me. Though I mainly need Photoshop, ProntoPro would be great for some animated presentations.

 Thank you for taking your time to file a bug report. This is the first time you have installed Media Encoder and Premiere Pro correct? You do not have any previous versions installed?
