Presets not saving multiple effects

I have several hundred clips in my timeline that I need to grade, so I created a preset for each camera consisting of Lumetri Color and Film Convert effects.

The preset only works the first time it is applied to a clip (it adds both effects as it should). Each subsequent use it only adds the top effect in the stack. This is slightly infuriating as I got halfway through my edit before I realized it wasn't adding all the effects.

Anyone else with this issue?

    I've never seen that before.

    First thing I suggest is do some testing.  Restart PP.  Try other sequences.  Try other projects.  Restart the computer.

    Get a handle on exactly when this is happening.  Report back.
