Preview/Program Screen has a Grey file over it despite exporting normally

My preview or program screen as well as all broll has this grey look, but when I export it looks normal. I did a hard reset on settings, and it's still there.  My aroll is 60fps.  Could that be the issue?  See attachment. It's like a grey film or filter over it.
