primier pro, media encoder etc loading problem

I've been tryed re-install primier pro, creative cloud and every thing but when I try to open the program which works with video files, this pop up (can not find mp4decoder dll) comes up and program do not works. whats the problem? how can I fix this? (lg gram / intel HD 520)
