Problem with Captions in Premiere v23

A majority of the time when I start a new caption track, I'll hit the + to add a new title and it starts 10 mins, 20 mins, 6 mins in the sequence even when the playhead is exactly where I want the caption to be. This is only resolved by closing the project and re-opening it. Can someone explain to me why this is happening? It happened only a couple of times with the old versions of Premiere but since the newest update, it happens 9/10 times. It's extremely annoying to my workflow and I think it's something that should obviously not be happening. Anybody else having this problem???

Okay I figured out why it's happening but still not why. When I hit create new caption it'll start the caption at the time from which I took the clip from. So if I took the clip from 30 mins into a longer video, the captions are going to start 30 mins in the sequence even though the clip is starting at 0 and the playhead is at 0. Does anyone know how I can fix this???

That is odd. It's working as expected for me, also in 23.0.0.

 

I don't recall anyone else reporting this.

 

I would reset workspace, then reset preferences if that doesn't work.
