problem with scrolling with mouse

24.0.0 build 58

MacOS Ventura 13.4.1 (c) 

When working with timeline scaling (press the opt + scroll with the mouse wheel), video fragments are periodically deleted from the timeline!
Why?

the same problem happens in photoshop with layers,
layers are deleted when I scroll, change the scale and try to work with shapes and mask selections
