Problems with adobe premiere synchronization

Hello ! I have a rather awkward problem with my premiere pro. I can not open projects created in updated versions of Premiere (which come from other users) unless I open it first premiere from the creative cloud app. It seems that the synchronization of my account with the program is not working correctly. If you could help me with this, I would be very grateful. Greetings from Argentina !

CC desktop lists applications as "Up to Date" when they are not
