Is Premiere doing this with other projects, or only this one?

 

With other media, or only this one involved?

 

With Premiere closed, hold down Shift, and launch it. Then select the option to dump all cache files. Allow Premiere some time to rebuid them, then try again. First step.

with all projects, from different cameras. The cache was cleared, the program was reinstalled 7 times

Very unusual, but sadly, I can't even begin to help. 

 

Troubleshooting is pretty basic, and always requires data to start. Such as full details on OS/CPU/RAM/GPU/GPU driver; the media involved ... format/codec/framesize/rate, what created it; effects used ... as a start.

 

Then what you are doing when it goes south.

 

With that we can probably sort your issues pretty quick.
