Program Monitor Zoom defaults to "Fit" -- I want it to be "100%"

Just as the title says. The Zoom factor pulldown in the Program Monitor always default to "Fit". Every time I open Premiere Pro 2024, the Program Monitor resets to "Fit". I do not want this. I always want the Program Monitor to display actual pixel-per-pixel, without any scaling.

I tried saving a Workspace, that didn't help. When launching Premiere Pro, the Program Monitor always opens with the Zoom factor set to "Fit" again.

I didn't see anything in Preferences that would address this.

I didn't see anything in the Program Monitor "wrench" or "spanner" Settings menu that would address this. There are options for "Playback Resolution" etc., but these only control the internal rendering, not the display scaling.

Please help, this is actually really important to me. I have to remember to change this setting every time I launch Premiere, and it's a drag.
