Programming the esc key as a shortcut

I'm a new Premiere Pro user.  One of the things I'd like to be able to do is program the Esc key as the Selection Tool shortcut key.  I can't seem to get it to work when I go to Edit -->Keyboard shortcuts. 

Is there a way that I can do this?

In case you're wondering, I use Finale, which is basically the Premiere Pro of the music engraving industry.  Finale has a selection tool that is accessed via the Esc key, and I've gotten very accustomed to it after many years of using it. I don't think I can get used to using V on Premiere to select what is, in my mind, the same tool.
