Project Panel Empty and Sequence missing from past auto-saved and manually saved project.

I have backups of old projects that I am trying to recover on my new computer from both my old hard drive as well as some portable hard drives. Every single project opens properly, even after updating to Adobe PP 2025, but for some reason, every single backup I had for this one project (named VAP), both the original saved files, the backups, and the auto-saves open as demonstrated in the attached picture, with no sequence and the project panel completely vacant.
I've gone through Adobe 23 - 25, installing them to see if the older versions make a difference, but they all produce the same result; I have not tried 21 or 22 because it did not appear as an option on Adobe CC, but I would also assume the same result based on the previous three attempts, and only one of the project files goes back to 21 anyway.
The most frustrating thing is, before I upgraded my computer, everything worked perfectly, but out of the multiple older and newest versions of this one project (VAP), not a single one contains anything as if they are new project files altogether.
For reference, I have transferred my old hard drive to the new computer, but no matter the source, the old hard drive, or the backups on all of my portable hard drives, still nothing.
Any help is appreciated!
P.S. To save some time, based on all the threads I have read with similar concerns, I can 100% guarantee that nothing was either deleted intentionally or by mistake; I would have to have opened every single old file and deleted the project media and sequence, and it would be an idiotic assessment of events.
