Project panel in bottom-right keeps making new panels unnecessarily

Ever since I updated to the new Adobe Premiere Pro CC 2018, whenever I click on a bin in the bottom-right of the screen in the default layout, it keeps on creating a new panel that is often a duplicate. In the old version, it allowed me to view all of the files and bins in one panel, so I wouldn't have to keep on closing the new duplicate panels that are create. I would greatly appreciate any help on how to fix this problem.
