Project tab disappears and will not be visible after closing a project

This was happening to me in the last update of Premiere 25 and after the 26 update.

After creating a new project and closing it, the projects tab will not appear when reopened. It will not launch from the Window drop down. In fact, when I select the project, it will repopulate duplicates that never launch (see screenshot). Neither resetting the Workspaces nor selecting All Panels launches the tab.

The only thing that works is creating an entirely new project and not shutting down Premiere the entire time I’m working.
