Prompts "set in/out point; extract" stopped working

I have been editing on multiple editing platforms for years and find Premiere Pro the most buggy when it comes to longform editing, sluggish and unstable.
Not my first choice, but the production I'm working on requires us to work in Premiere Pro.

The "set an in and out point to extract" or "close gap" all of a sudden stopped working tried both Pr25.1 and 24.64.
I have restarted the software with pressing alt and reset Premiere and deleted the cache.
Didn't work. 
This function is essential to any fast paced workflow in both Avid and Premiere and for a professional software system to just stop working like this is bad. nevermind the "image buffer error" that comes up every so many hours and you have to restart. even with lcearing cache.

System specs:

Processor Intel(R) Core(TM) i7-8700K CPU @ 3.70GHz 3.70 GHz
Installed RAM 64.0 GB
Geforce GTX 1060 6GB
Footage running footage on SATA drives

I have since fixed it. Seems like the sequence was corrupt.
Had to:
-make a new sequence
-copy all the clips onto a new sequence and it worked again.

And are you working in a Production mode in Premiere, or an old-style, stand-alown single project?

 

Which single-project form would be the worst of all worlds for long-form or episodic work.

Have you checked if your tracks are targeted? If track targeting is disabled, "Extract" will not work.
