Proxy files don't link with high-resolution material

Question

I have the following situation: One camera records 8k material with 2 audio tracks.
External device is recording low resolution material.
Proxy files from external device don't match the files from the high resolution camera, so you can't link them.
Although the proxy files were adjusted in Premiere using "interpret footage", the linking with the high-resolution material did not work.
What are solutions to this problem?

Interpret Footage is perhaps originally designed more for say changing "cadence" from 29.97 to 24 or something. It is not the recommended way to simply do time changes to clips.

Especially notable when you have proxies.

The recommended process is to use Speed/Duration to change the timing of clips, then when you make proxies in Premiere it normally works.
