Quality lost in timeline/program monitor (ADOBE Premiere 14.8)

i recently noticed the quality of my program monitor and my source monitor (in the same screen) are differant. the source or master clip has more color, highlights and sharpness to it but as soon as its dropped into the timeline its dull and soft. I've tried swapping the monitors thinking it was a bad apple monitor, nothing. to test this even more i created a new progam with just bars and tone. this also showed the bars more blurred than the master clip. even when ther video is exported, its poor quality. I've included a file i was color grading (blurry and highlights blown out) as well as the bars and tone i mentioned above (both at same resolution and one zoomed in 400% for easier comparison). PLEASE help
