Really buggy project - Playback issue.

Hello, I'm wondering if one of you legends out there might be able to help me, please! 🙂
Intro:
This problem has been happening for the past few days but this evening I spent a while being passed around Adobe Support reps only for the chat to be ended before the issue was resolved. I have a project that I'm working on that is the intro to about 40 videos - I need to get these finished for the client ASAP but they are all being delayed by the issue.
Problem Overview:
When I have this project open, Premiere Pro seems much slower than usual and takes a long time to respond to commands. When I try to play the sequence back, it will not let me stop it - it just keeps playing and the PP window flashes back and forth. Sometimes it will eventually stop later in the sequence, usually it will just keep playing for about three times. Other times, it will keep playing until it crashes.
What is really irritating is that the intro is nearly complete (I have attached progress this far [New Ox Intro_Final.mp4]), however, I would like to shift the timing of some elements to line up better with the backing track beat and would like to add in some sound effects, unfortunately, as you can imagine, editing a project when it is behaving like this is nigh on impossible.

System specs:
- OS: I'm using a brand new installation of Windows 10 Business (OS Build: 19041.330) and I have done all pending updates.
- Processor: Intel i7-8650U @ 1.90-2.11GHz
- RAM: 16GB
- 64-bit
- Premiere Pro Version: I am currently rolled back to 14.2 as that's what one of the Adobe Support Reps tried, however, I have been experiencing the exact same issue with the very latest version of Premiere Pro.

What I've tried:
- Both the Adobe Support reps and I have tried rolling back PP, to no avail
- Tried disabling hardware acceleration
- Tried copying the sequence to a new project
- Tried unplugging my secondary monitor
- +More!
Worth noting:
- The project and files are based on an external drive, however, I do 95% of all of my editing from this drive and have not ever experienced this error before.
- The project has a warp-stabilised clip that is in a nested sequence that has had speed/duration applied.
- When this is occurring, my computer is nowhere near running at full capacity and I have very free additional programmes open. With a normal project, I can have quite a lot more system load and nothing like these errors.
I hope I have given enough detail, I'd really appreciate any support that any of you could offer as I'm at my wits end with this!
