Recreating this effect - link in post

Hey folks,

Would any of you know how to recreate the border that is used in this piece recently done by Joe Biden, it's flickering etc a little which gives it more life.

It's the border that is moving a little throughout the piece to give it an original type cinema effect, and then constantly changing shape for different shots.

I can't work it out.
