RED Proxies won't play back on Mac Studio

We have a big project that we're manually transcoding to ProRes 422 LT proxies using Adobe Media Encoder. 
On our two Mac Pro computers the files play back fine. However the proxy RED Footage on our three Mac Studio computers won't play back. The native RED plays back fine evben though it's 4K, 6K but these relinked HD files won't.
 
We are using Premiere Pro version 22.6.4 (we can't upgrade to 23 right now - we need Legacy titles, long story, it's not an option).
The RED proxies will play video for a second then freeze, then play another second and freeze, the audio continues to playback - this is on RED clips with matching audio tracks as needed to relink. There are no danger stripes on the timeline.
Other media I've checked plays fine (BlackMagic, Sony, Drone Mavic, GH5). 
 
I’ve cleared the cache, deleted the cache and no improvement. I also trashed the prefs (and made sure I emptied the bin.) 
 
I've now tried relinking two other projects and we're having the same issue.
 
Also tried making a new project, with 1920x1080 sequences set up and importing the sequences in there. I've tried changing preview files settings. We’ve tried restarting the machine.
 
If you bring the proxy files in directly they play fine. 
If you render a problem clip it plays but it took ages to render a couple of minutes so that’s not an option.
 
What could be different on our Mac Studios to cause them not to play back RED proxies? The settings on both types of machines appear to be the same.

We're not doing in camera proxies, we are making them in Premiere Pro, we select the R3D clips, right click and Export Media, then we make a ProRes 422 LT version of the clip. We offline the R3D and relink to the .MOV

did you try premiere pro proxies rather than in-camera proxies?

(try something like cineform and better not use H.264, or ingest a custom proxy)
